According to State Police, a woman living in Chelsea was impaired while driving a school van associated with the Orange East Supervisory Union when she had an accident. There were no children on board during the incident. Trooper Ryan Butler from the Vermont State Police precinct in St. Johnsbury identified the driver as 25-year-old Lydia Brooke from Chelsea, who was operating a vehicle resembling a minivan-style school bus.
